The correct answer is 12.

 

The pattern that children see is that each single denomination multiplies by 3 to equal the number opposite to it.

 

3 x 3 = 9

6 x 3 = 18

5 x 3 = 15

 

 

The question mark is opposite a 4.

So: 4 x 3 = 12
